The story takes place in an alternate history setting in which the USSR was never dissolved, thus the Cold War continued into the 21st century, and the US government discovered and subsequently weaponized psychic powers in order to further their own imperial interests. Agent Typhoon, an American spy working for "the Goatmen", the psychic warfare division of the CIA, is captured while on a mission in the USSR by her former mentor, Psycho Soldier Number Seven, who defected to the KGB.
